The easiest and most secure way to setup PDF encryption is to use the
"one time password" (OTP) mode with the build in portal. If you want I

our client prefers the solution with the static password, that he once has to tell his clients.

In that case you either have to setup a static password for every
individual recipient (unless all recipients are from the same domain, in
which case you can setup the password for the domain) or use the "send
back to originator" option which will generate a random password and
sends the password back to the sender (which should then tell the
recipient what the password is).
